Detainee Communication

Detainees housed at the Caroline Detention Facility (CDF) are encouraged to maintain ties with their family and friends through social visits and sending and receiving U. S. Mail.  Following is a general overview of CDF Visitation Rules.  This information is also posted in the Public Lobby at the facility.

Friends and Family Visits

Visitation is from 1:30 p.m. to 9:30 p.m., Saturday and Sunday

Visitation is not allowed during a detainee’s first 10 days at the Facility.

Specific hours are designated by custody level:

Low to medium custody: Saturday & Sunday, 5:30 p.m. – 9:30 p.m.*
Medium to high custody: Saturday & Sunday, 1:30 p.m. – 5:30 p.m.*
Special Management: Saturday & Sunday, 9:00 a.m.– 10:00 a.m.
*Note: This is a change as of December 18, 2023.

To ensure adequate time to process visitors through security, all visitors must arrive 30 minutes prior to the scheduled visit time.

Visitors must present a valid verifiable government-issued identification card to enter the facility.

Visits shall not exceed 60 minutes.

Minors who are visiting the facility must be accompanied by an adult guardian (18 years or older). Minors must not be left unaccompanied in the waiting room, visiting room or any other area.

Attorney Visits

Legal representatives of detainees are authorized to visit their clients any day (Monday – Sunday), by appointment. To schedule an appointment, send an email to legal.coordinator@carolinedf.org. Exceptions may be made with prior approval.

A list of pro bono (free) legal organizations will be posted in all detainee housing units and other appropriate areas. This list shall be updated quarterly. If a detainee wishes to see a representative or paralegal from that organization, it is the detainee’s responsibility to contact them for an appointment.

Consular Visits

Consular officials may meet with their detained nationals at any time. It is requested that prior arrangements be made with the ICE Supervisory Deportation Officer to the extent possible, and that consular officials bring appropriate credentials when they come to the facility. Clergy Visits

Members of the clergy may visit detainees at any time but must make prior arrangements with the Facility Chaplain’s Office at 804-633-0043.

Visiting Restrictions

  1. All family or other social visits are low to medium, either contact or non-contact (as specified by the detainee) or high custody (non-contact).
  2. No firearms or weapons of any kind are permitted in the facility.
  3. If visitors are or appear to be intoxicated, visitation will not be allowed.
  4. All visitors are subject to search while in the facility.
  5. Visitors are not allowed to pass or attempt to pass any items to detainees.
  6. Visitors are not allowed to carry any items into the visitation area.

Search Procedures (prior to or during all visitations)

All individuals requesting admittance to the facility or the visitation area are subject to a pat-down search of their person, an inspection of their belongings, and a metal scan search. Individuals refusing to cooperate with a reasonable search will not be admitted. No firearms or weapons of any kind are permitted. No electronic devices (cell phones, pagers, radios, etc.) are permitted in the secure areas of this facility.
